However, forcing men to pay more than women seems unfair because it is not the men an individual’s fault.

Those people who have bas driving record are increasing the average risk for the whole group of men which makes the men have to pay higher than women. However, it is not necessary to consider it as discrimination because you cannot chose what gender you are born as.
